Should you outsource global fund registration, or keep it in-house?

The decision is equally about the cost of managing the registrations as it is about whether your team has the regulatory knowledge for every market you sell into. 

Registration is often treated as an administrative function, bolted on to the end of a distribution decision. In practice it shapes how quickly you can enter a market, how confidently you can stay there, and how much of your operations team disappears into regulatory maintenance admin. The COOs and heads of product who make this call well are the ones who look past the filing fee to the knowledge sitting behind it. 

1. What does registration actually cost? 

Most business cases compare a provider fee with the cost of arranging and maintaining the registrations inhouse. Supplier fees are the visible cost, and usually the smaller one. The larger cost is knowing what each market requires and keeping that knowledge current as requirements change. 

Before you decide, you should be confident that you understand: 

  • The initial and ongoing regulatory requirements of each target market 

  • When and how each host regulator expects changes to fund documents to be notified, and the timetable involved in each regulatory process 

  • The reporting deadlines in each market, including local tax and status reporting, which run on their own separate cycle 

  • Who in your firm holds this knowledge today, and what happens if they leave 

None of this is difficult in a single market. The difficulty is that very little of it works the same way in the next one. 

2. Why does registration knowledge not scale like headcount? 

Each market brings its own regulatory requirements, document requirements, language rules and market expectations. Your team must learn all of it, keep it current as it evolves, and remain in the role long enough for that knowledge to be worth anything. 

We maintain registration coverage across 75 jurisdictions, so adding one more market is incremental for us. The expertise, the local relationships and the access to regulators already exists. In-house, every new market begins from a standing start and then must be maintained indefinitely. Our cost of adding a jurisdiction increases only incrementally. An in-house team building the same coverage typically finds the opposite: cost accelerates with every additional market. 

In practice, the risk in keeping registration in-house is rarely cost driven. It is regulatory expertise. Most firms we speak to can name the one or two people who hold it.

3. How do you assess a new market before you commit? 

You cannot enter a market to discover what it involves. Our Country Guides set out the registration requirements, the relative complexity and the cost profile for each jurisdiction, so the comparison can be made in advance rather than during the process. A dedicated Registration Manager will then take you through the markets you are weighing up, mapped to your specific fund range. 

4. What stays with you, and what moves across? 

Outsourcing registration does not mean outsourcing control. The initiation and validation of the registration process and the provision of the data remain with you, as does Board accountability. What we take care of is the execution and the record keeping: 

  • Submissions to each host regulator, and notification or filing on every document update 

  • Appointment and ongoing oversight of local providers in each market 

  • A single registration record, maintained at share class level 

  • A forward calendar of every recurring obligation, by market 

  • Audit trail of all regulatory activity 

  • Assessment of what regulatory change means for your funds specifically, rather than in general
